FCSS is governed by an experienced board of trustees. They are responsible for the strategic management of FCSS, they control and supervise our activities, set a vision for the organisation, and run FCSS in a way that will achieve these aims.
Anna Davis

Hi, I’m Anna.
I’ve worked internationally over the last 30 years, initially in business modelling before setting up my own coaching and consulting business specialising in performance management and helping people and organisations achieve balance. I’ve also enjoyed contributing as a board member and chair for a Non-Departmental Public Body (NDPB) and charity respectively.
I’m passionate about helping parents and carers have fulfilling careers while supporting all children to have opportunities within a caring, supportive environment. I love that flexible childcare, providing the best start in life, benefits the economy as well as the parents/carers and children. I’m excited about the future of this organisation and the difference we can make.
Family, friends, fitness and fun are important to me. I enjoy wild swimming with friends, watching sport and travel with my husband and two grown up boys.
Hans Smans
Board Member at FCSS
Hans is a senior marketer who has worked across the UK and United States over the past 25+ years, leading marketing teams in the technology industry.
Hans has been involved in helping children achieve their potential since arriving in Scotland. A decade of teaching chess to primary school children, was followed by football coaching to both primary and secondary schools pupils, as well as re-establishing a community-funded early years nursery in the North of Edinburgh where Hans still serves as a board member.
Hans hopes to support FCSS in the development of the organisation, making sure it continues to evolve and increase its significant added value to children and their carers.
Hans enjoys road cycling and cooking in his spare time.
Glenn Liddall

Hi, I’m Glenn!
I’ve recently changed pace after spending more than forty years leading charities, social enterprises and businesses, most recently as the founder and Chief Executive of the social innovation charity People Know How. Having stepped away from full time executive leadership, I now work through my own consultancy while giving my time through volunteering and pro bono support.
I help charities and community organisations innovate, grow and increase their impact through strategy, governance, funding, research and organisational development. I enjoy helping people think differently, build strong partnerships and turn ambitious ideas into practical action.
I believe every child should have the opportunity to thrive, regardless of their family’s circumstances. Strong communities, early intervention and practical support can transform lives. I’m passionate about helping organisations work together to create lasting social change while ensuring the voices of children, families and communities remain at the heart of decision making.
I joined the Board of Flexible Childcare Services Scotland because access to flexible, affordable childcare transforms opportunities for children while enabling parents and carers to work, study and build secure futures. I hope to contribute my experience in leadership, strategy, fundraising, research, governance and organisational development as FCSS continues to grow.
I enjoy amateur dramatics, helping to preserve the heritage of the Union Canal, the occasional archaeological dig, gardening and tackling DIY projects. I’m also an Elder of the Church of Scotland, supporting the life of the Church both locally and nationally.
My wife and I love travelling and generally larking about together. Whether we’re exploring Scotland, volunteering, researching family history or heading off on holiday, we enjoy making the most of every opportunity. Our three grown up sons ensure life remains lively and are a constant source of pride, entertainment and the occasional request for help.
Jane Malcolm

Jane is the Head of Professional Practice for Child Contact Centres at Relationships Scotland with the role of overseeing the development of training, practice standards, and procedures in Child Contact Centres.
Jane has been in Early Learning and Childcare for 27 years having worked as a childminder, Nursery Manager, Further Education and University lecturer and finally moving into the third sector advocating for nurseries and ensuring the rights of children and young people.
Jane is also an Accredited Scottish Athletics Coach, a keen hill and marathon runner, and has authored her own autobiography about life and 40 years of running.
Jacqui Horsburgh

Hello, I’m Jacqui.
In my day job I was a headteacher in two different primary schools with nursery classes, one was in a rural setting, and the other was a city centre school. I then joined HMIe where I held the post of Lead Inspector for Primary Education. In this role I inspected schools and early learning centers across Scotland and delivered training to those involved in undertaking inspections. In addition, I collated and analysed data from inspections across the country to inform improvements in education. After leaving the inspectorate I took up a post as an Associate Tutor at Glasgow University where I developed and delivered courses in Leadership and Management in Education.
I am passionate about supporting children and adults to develop agency in order that, with relevant support, they can achieve their full potential.
I joined the board because I believe in the value of high-quality flexible childcare and the positive impact that this can have on families and wider society. I want to use my previous experience to support those delivering this service in different areas of Scotland.
In my spare time I enjoy a range of crafts, particularly weaving as I love the mathematics involved in planning a project. I am also a member of the visits and fundraising teams at my local lifeboat station. What most people don’t know about me is that I am Godmother to a Fishery Protection Vessel, FPV Hirta.
Kevin Cadman
Chair of the Board at FCSS and former Regional Director for Central Scotland at Royal Bank of Scotland
Hi, my name is Kevin Cadman.
In my day job I used to work in Royal Bank of Scotland for 30 years, latterly as Regional Director for Central Scotland. I then took up the role of Chief Executive of a new charity for 5 years until I retired in 2018 – early retirement that is!! With my increased spare time I want to use my experience to support other organisations to improve and develop, I have been a Board Director of OPFS for over 10 years and have recently taken up positions of Director and Treasurer of both Scottish Community Finance and the Scottish Community Reinvestment Trust which support in the advice and funding of community initiatives across Scotland.
What matters to me is everybody within society is given the opportunity to be the best that they can be.
I joined the Board at FCSS because I want to use my experience in banking and of setting up a new charity to support the growth and development of this exciting new charity to help more and more people across Scotland.
For fun I like to travel! My wife and I are now addicted to travel since retiring and spend as much time as possible in the sun!
Here’s something not many people know about me; cars are my passion and for the last 27 years, when time has allowed, the care and restoration of my now classic ‘Deux Chevaux’ Citroen 2CV is the priority. Never taken out in the wet – a challenge in Scotland!! – but great fun on a sunny day and now very rare on the roads, which makes people smile and wave!!
Sally Cavers
Board Member at FCSS and Fund Manager at Inspiring Scotland
Hi, my name is Sally.
In my day job I am the Fund Manager for the Learning Disabilities Fund at Inspiring Scotland.
What matters to me is respect, trust and equity. I think we have great services and support networks in Scotland but it worries me that not every child who needs them gets them. I think there are some things we need to do differently to secure better outcomes for all children and young people.
I joined the Board at FCSS because I admire the vision and aims of the organisation. I am involved in a childcare project in Glasgow and conscious of the fact that flexibility is key to making some fundamental changes to the provision of childcare. FCSS seems to me to be built on innovation and shifting the way services are designed and delivered.
For fun I like to bake and be crafty, I love to make things with my son and daughter or for them!

We are looking for new Board Directors who share our passion about the importance of flexible childcare. You will bring knowledge, experience and skills to support our strategic development, growth and diversification. Knowledge and experience of the charity and voluntary sector, especially early learning and childcare, is welcome but not essential. However we are looking for experienced and dedicated individuals who may have experience of finance; HR; Business management; strategic and partnership development; commissioning and contracting; advocacy, social care and health services would be especially useful.
